Resilience IP&R Support Package
Our Resilience Integrated Planning and Reporting (IP&R) Package has now been released! Thank you to everyone who provided feedback on the draft package.
The Resilience IP&R Package aims to support Councils’ and their communities’ resilience journey by providing user-friendly, practical tools and templates to embed resilience as business as usual through the IP&R process. This includes the development of their Community Strategic Plans (CSPs), Delivery Program, and Operational Plan.
Resilience Resource Sharing Review
In November 2023, we held the Hunter and Central Coast Resilience Resource Sharing Review workshop to explore the idea of regional resource sharing and the governance logistics needed for this to occur.

Needs and Opportunities Analysis
The Resilience Needs and Opportunities Analysis is a project being coordinated by Joint Organisations across the state with over 60 councils participating. The scope is to:
- Identify available data and information that could be used to identify Councils’ resilience needs
- Synthesise the data collected to identify the gaps and needs by each Council region
- Identify resilience opportunities at a regional level

Disaster Waste and Resource Recovery
The Disaster Waste and Resource Recovery Preparedness Project aims to enable the region to understand and prepare for waste generated by disasters, facilitate the diversion and recovery of materials from disaster waste, and protect the region’s landfill capacity.
Phase one of this project, a regional analysis and risk analysis, was completed in 2023. This phase analysed and mapped disaster waste material flows in the region to identify and understand each disaster type and consider their likelihood, scale, and impact on waste management services and infrastructure. Predictions for disaster waste volume and composition were calculated and a Multi Criteria Analysis (MCA) Framework was used to assess proposed temporary disaster waste transfer sites.
The second phase, to be completed by Jue this year, will build on this work and produce a Disaster Waste and Resource Recovery Management Plan for the region. This plan will provide the guidance and framework for how the region and councils will prepare to handle, move, store, recover and dispose of disaster waste. Two temporary sites will be identified for a pre-approval pilot to test the pre-approval process in consultation with the EPA, Public Works, and Hunter-Central Coast Regional Emergency Management Committee. The pilot will identify the barriers that need to be overcome for any temporary sites to obtain pre-approval and be included in the EMPLAN.
